SHANGHAI — A new international organization focused on artificial intelligence cooperation was formally established in Shanghai on Wednesday, with Russia, China, and more than 25 other countries signing the founding agreement. The World Organization for AI Cooperation aims to coordinate research, standards, and governance across member states.

Russian Digital Development Minister Maksut Shadayev and Chinese Foreign Minister Wang Yi signed on behalf of their governments. Other signatories include Algeria, Belarus, Brazil, Cambodia, Cameroon, Congo, Cuba, Ethiopia, Indonesia, Kazakhstan, Kenya, Kyrgyzstan, Laos, Lesotho, Malaysia, Mozambique, Myanmar, Nicaragua, Oman, Pakistan, Senegal, Serbia, South Africa, Tajikistan, Uzbekistan, Venezuela, and Zambia. The signing took place ahead of the 2026 World AI Conference, which runs from July 17 to 20 in Shanghai.

The conference will feature a high-level session on global AI governance under the theme "Intelligent Partners – Co-Creating the Future." Chinese President Xi Jinping is scheduled to deliver a keynote address outlining Beijing's policy stance and proposals for AI development and regulation. The event underscores growing international efforts to shape AI standards outside Western-led frameworks.
