Deputy Justice Minister: AI Lacks Consciousness, Cannot Be Held Liable for Crimes

In a recent statement, Deputy Head of the Ministry of Justice Vadim Fedorov emphasized that artificial intelligence systems, despite their autonomy, do not possess consciousness or will, and therefore cannot be considered the subject of a crime. This distinction is crucial in establishing liability for harm caused by AI applications, as it highlights the need for clear responsibility allocation among developers, operators, and users. Fedorov noted that Russia is currently working on a draft law regulating artificial intelligence, which proposes to qualify crimes committed using voice transformation and human image formation technologies as aggravating factors. The establishment of clear guidelines and practices in this area is essential, as it will help determine accountability for damages resulting from AI use. By recognizing the limitations of AI systems and acknowledging the roles of various stakeholders, the Ministry of Justice aims to create a more comprehensive framework for addressing AI-related crimes and ensuring that those responsible are held accountable.
