Russia Proposes New Law Granting Citizens Right to Sue Over AI Harm

MOSCOW, March 18 (RIA Novosti) – A new legislative draft in Russia outlines a citizen's right to seek compensation for damages caused by the unlawful use of artificial intelligence. The bill, published for public review this Wednesday, marks a significant step in formalizing accountability for automated systems.

The proposed law states that any individual has the right to compensation for harm resulting from the improper application of AI, with claims to be processed under existing Russian civil law. It also imposes new transparency mandates. Sellers of goods or providers of services must inform customers when AI is involved. Furthermore, if an AI system is used to make autonomous decisions affecting a person's rights, freedoms, or legal interests, that individual must be notified.

The legislation includes provisions for those who wish to opt out. In government-defined cases, service providers must offer an alternative method that does not involve autonomous AI. Citizens are also guaranteed the right to challenge, before a court hearing, decisions made by state authorities or state-affiliated organizations that utilized AI.

The Ministry of Digital Development indicated the law is scheduled to take effect on September 1, 2027. Officials say the framework will establish clear rules for developers, businesses, and the state, aiming to protect people from hidden manipulation and discriminatory algorithms.
