MOSCOW, March 18 – A new Russian legislative proposal aims to anchor the development of advanced artificial intelligence systems exclusively to domestic data and personnel. The draft law on AI regulation, published for public consultation this Wednesday, introduces formal definitions for 'sovereign' and 'national' AI models.
According to the text, these designated AI systems must be trained exclusively on datasets generated within Russian territory by the country's citizens or legal entities. Furthermore, every stage of development and training must occur inside Russia, carried out by Russian nationals or domestic companies.
The Ministry of Digital Development stated the bill is slated to take effect on September 1, 2027. Officials argue the framework will establish clear rules for developers, businesses, and the state, aiming to protect citizens from hidden algorithmic manipulation and discrimination.
The move signals a strategic effort to build a self-reliant technological ecosystem. By mandating a closed loop of data and development, the government seeks to control the foundational knowledge of its most advanced AI systems, insulating them from foreign influence and data streams. The proposal is now open for discussion, setting the stage for a significant shift in how AI is built and governed within Russia.
