Russia Proposes AI Law Anchored in 'Traditional Values'

MOSCOW, March 18 – A new draft law on artificial intelligence, published for public discussion this week, outlines a framework for AI development that its authors say will be explicitly tied to Russia's "traditional spiritual and moral values." The document, which the Ministry of Digital Development aims to bring into force by September 2027, seeks to establish clear rules for developers, businesses, and the state.

The proposed principles mandate that AI technologies be developed and applied based on a specific set of ideals. These include human life, dignity, rights, and freedoms, but also extend to patriotism, civic duty, service to the nation, and a responsibility for its future. The text states the regulation is designed to protect citizens from hidden manipulation and discriminatory algorithms.

Beyond embedding these values into technology, the legislation emphasizes goals of achieving technological independence and preventing threats to the country's constitutional order, defense, and security. It also formally adopts a risk-based approach to regulation, meaning stricter requirements will be imposed for AI systems where the probability of harm to a person's life or health is higher.

The move signals an intent to create a distinct, state-guided path for AI that aligns with official national ideology, setting potential boundaries for both innovation and application in the years ahead.
